Police have launched an investigation following the grim discovery near Wolverhampton at lunchtime today.
The dog has now been taken to the vets to be checked over for injuries, reports the Birmingham Mail.
The bodies have not been formally identified and officers from West Midlands Police are trying to trace family members.
But a short time ago West Midlands Ambulance Service confirmed the deceased where a man and a woman.
A spokesman said: “On arrival, crews found two patients, a man and a woman, both of whom were inside a car.
“Unfortunately it quickly became apparent that nothing could be done to save either of them and they were confirmed dead at the scene.”
The car is thought to have been found at the back of a golf club on Cat and Kittens Lane, in Bushbury
The area is surrounded by a major electricity transmission site and high metal railings.
Greenfield Golf and Sports Club, which is situated off Cat and Kittens lane, remains closed today.
There is a sign saying the course is unplayable due to the weather but the entrance is cordoned off with police tape.
The entrance to the car park is also taped off.
National Grid operate from the sprawling site and there is currently there is a police tent outside Bushbury Grid social club in the middle of the complex.
John Perry, who lives nearby, said: "It’s a bit of a shock. It’s a quiet area.
"I’ve been to the social club there and its an ordinary social club.”
The manager of the national electricity transmission site has said police have asked him not to comment.
A National Grid employee is preventing anyone who isn't employed by them from entering the site.
A police spokesman said: "Police are investigating after two bodies were found in a car on Cat and Kittens Lane in Bushbury this lunchtime.

"The bodies have not been formally identified."
